Another civilian was killed by suspected New People’s Army rebels on Sunday in Sitio Asaran, Brgy. Buenavista, Himamaylan City, Negros Occidental.

The victim identified as Randy Rociana, a former rebel, succumbed to multiple gunshot wounds and died on the spot, Maj. Romeo Vargas, officer-in-charge of the Himamaylan City Police Station, said yesterday.

Vargas added that Rociana, 38, was also suspected as a military informant.

Initial police investigations showed that nine suspected NPA members, reportedly led by a certain Ka Pane, were involved in the killing of Rociana.

Prior to the incident, the armed suspects went to the house of Rociana in Brgy. Mahalang, Himamaylan City, where they learned that he was working in a ricefield at Sitio Asaran.

1Lt. Revekka Roperos, 303rd Infantry Brigade Civil Military Operations officer, yesterday said that Rociana was the second victim of a cold-blooded murder perpetrated by the CPP-NPA since last month in Himamaylan.

Roperos recalled that Joelito Hilacio was also murdered by the NPA, who later claimed responsibility for his death, on June 13 in Brgy. Carabalan, Himamaylan City.

Hilacio was also a former member of the NPA.

Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, yesterday condemned the murder of Rociana and Hilacio, who were killed in a barbaric manner, which are blatant violations of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).*
