Removing red tape

The Anti-Red Tape Authority has verified that four more local governments have established their own electronic business one stop shops, which brings the government halfway toward its goal to reach 120 compliant local governments this year.

With the addition of the municipalities of Mambajao, Catarman, Sagay, and Mahinog in the province of Camiguin, who received their plaques of commendation and seal of compliance last week, ARTA Secretary Ernesto Perez said it was a resounding affirmation of the vision of President Ferdinand Marcos Jr. for a Philippines that is efficient, accessible, and investor friendly.

He adds that Camiguin made history as the first province in the country to have all its local governments compliant with the electronic business one stop shop (eBOSS) mandate.

The establishment of an eBOSS is a mandatory requirement under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Under the law, an eBOSS must feature a unified application form, online uploading of required documents, and allow the electronic issuance of electronic tax bills or order of payment.

It must also allow the issuance of a valid electronic permit that has the same level of authority as a hard copy, an integrated online payment feature, and a link connecting to a physical courier to deliver permits.

As local government electronic business one stop shops gain ground all over the country, it is hoped that Filipinos will find it easier and faster to apply and renew business permits, and avoid opportunities for graft and corruption, which should attract more businesses to both grow and be legitimized, ultimately benefiting the business community and environment all across the land.

Red tape has long been a feature of doing business in the Philippines, but the gains we have made so far are making the future look bright. Hopefully the ARTA can continue to push for those improvements.*
