Calls for the review of the K-12 program that was implemented almost a decade ago to fully address the “problems” it created are picking up.

ACT Teachers party list representative France Castro signified her intention to file again in the 19th Congress a resolution urging the House of Representatives to conduct a review, saying it was about time the government took notice of the perennial problems in education, especially those caused by the program’s implementation.

Castro urged Vice President-elect and incoming Education Secretary Sara Duterte to heed public clamor “to see the realities and effects of underfunding, low salaries and the shortages brought about by the implementation of the enhanced basic education program.”

The shortages she refers to are not only facilities and learning materials, but also support for adequate salaries and benefits for teachers and non-teaching personnel that ultimately affect the quality of education.

Castro claims that the K-12 program did not enhance the basic education curriculum, but “simply mandated additional two years of high school and even condensed lessons to the pupils, leaving behind many.” She cited the removal of subjects such as Philippine history in high school as well as required units on Filipino language and Philippine literature in tertiary education that “would worsen the education crisis in the country.”

Commission on Higher Education chair Prospero de Vera also supported plans for a review to determine whether the introduction of various strands in senior high school is effective, saying now is the best time to conduct an evaluation since enough data on the program has already been gathered.

As with all new programs and innovations, especially when it comes to something as important as the much-needed reform of a country’s educational system, regular reviews are critical always necessary. These ensure that adjustments and improvements are made so the goals are met and the intended benefits are attained. And while some are raring push for a review with changing horses midstream in mind, it may be best for our country’s leaders to resist the temptation to be hasty when the future of millions of Filipino youth are at stake.*
