Salanga designated Bacolod acting mayor

Bacolod Councilor Israel Salanga has been designated acting mayor of Bacolod City by Mayor Alfredo Abelardo Benitez from September 13 to 17, in view of the latter’s travel abroad.

Councilor Em Ang (the fourth highest-ranking member of the Sanggunian) has also been designated acting vice mayor of Bacolod by Interior and Local Government Secretary Benjamin Abalos, Jr., to fill up the temporary vacancy created due to the approved travel to Hong Kong, Special Administrative Region of China, of Benitez, Vice Mayor El Cid Familiaran, and Councilors Jude Thaddeus Sayson and Cindy Rojas, from September 13 to 14, to attend the Belt and Road Summit, jointly organized by the Government of Hong Kong, and Hong Kong Special Administrative Region, and the Hong Kong Trade Development Council.

In his letter dated Sept. 11, Abalos said that under Section 46(a) of the Local Government Code, Salanga (the second highest ranking SP member) shall automatically exercise the powers and perform the duties and functions of the mayor, except the power to appoint, suspend, or dismiss employees, during the period of the approved travel abroad of the above-mentioned city officials.

Meanwhile, the 2023 Belt and Road Summit from Sept. 12 to 17 at the Hong Kong Convention and Exhibition Centre will also be attended by seven other councilors, six department heads, and a private secretary, at no cost to the city, based on the authority to travel issued by Benitez dated Sept. 8.

They are councilors Al Victor Espino, Vladimir Gonzalez, Celia Matea Flor, Simplicia Distrito, Jason Villarosa, Renecito Novero, and Lady Gles Pallen, City Planning and Development Officer Mary Jean Ramos, City Treasurer Arlene Memoria, City Budget Officer Maria Imelda Williams, City Accountant Jeremae Ann Ceriaco, City Engineer Loben Rafael Ceballos, City Investment Officer Mae Llamas, and private secretary III Mia Pratt.

Benitez said the purpose of their travel abroad is to promote the City of Bacolod during the summit. This is one way to bring in investors and not wait for them to come here.*
