IPM Construction and Development Corporation (IPM-CDC) is still waiting for the notice to proceed to be issued by the Bids and Awards Committee (BAC) before it could begin the construction of Cell no. 3 at the sanitary landfill facility in Brgy. Felisa, Bacolod City.
Victor Tiansay, IPM-CDC project-in-charge, said they will begin the construction of the 7,500 square meter Cell no. 3, which is adjacent to Cell nos. 1 and 2, after 15 days upon receiving the notice to proceed.
Tiansay said Cell no. 3 will have a lifespan of three to four years if the local government starts implementing the ‘no segregation, no collection policy’ since only residual wastes will be dumped there.
If not implemented, Cell no. 3 could be full in just two years. Cell nos. 1 and 2 are already almost full, he said.
Earlier, the Bacolod Sangguniang Panlungsod earlier approved the ratification of the contract of services between the City of Bacolod and IPM-CDC, the lone bidder, which represents the management and operation of the sanitary landfill facility in Brgy. Felisa covering the period May 1 to December 31 in the amount of P63.9 million, and another representing environmental/sanitary services (collection/hauling and disposal of garbage) covering the same period in the amount of P131.9 million.
Bacolod Councilor Carlos Jose Lopez, chairman of the SP Committee on Environment, said they will try to look for other entities who can help convert waste into energy or do composting, or attain zero waste, of which the city mayor (referring to Mayor Evelio Leonardia) is also very supportive of.
“I hope that when they find an entity that will engage in these things, this will help solve the garbage woes of the city,” Lopez added.*
