The Sangguniang Panlungsod of Bacolod City has approved unanimously on second reading a proposed ordinance establishing a scholarship program for persons with disabilities (PWDs), their children, and children of solo parents in the city.
Authored by Councilor Caesar Distrito, chairperson of the Committee on PWD Affairs, and co-authored by Councilor Celia Flor and Councilor Dindo Ramos, the measure seeks to expand access to quality education by providing financial assistance for tuition, books, transportation, and other school-related expenses to qualified beneficiaries.
The proposed ordinance, titled “The PWD & Children of Solo Parents Scholarship Program Ordinance of Bacolod City,” recognizes that many PWDs and children of solo parents face socio-economic barriers that limit educational opportunities. The measure aims to promote inclusion, equal opportunity, and social justice through a local scholarship program that prioritizes those who need support the most.
Under the proposal, qualified applicants include: PWDs or their children who are bona fide residents of Bacolod City for at least five years, and where the PWD parent is incapable or has no means to earn an income; and children of solo parents who are bona fide residents of Bacolod City for at least five years, with the solo parent being unemployed or a minimum wage earner with an annual income of P180,000 or less.
Applicants must also be enrolled in a duly recognized secondary, tertiary, or vocational/technical institution, have a general average of at least 80 percent with no failing grades in the previous semester, and must not be recipients of another full government scholarship grant.
Applications will be submitted to the Public Employment and Services Office (PESO) during the designated period. Screening and evaluation will be conducted by a committee composed of PESO, DSSD, City Budget Office, PDAO, and representatives from recognized PWD and solo parent organizations. Qualified scholars will then be endorsed to the City Mayor for approval.
“Education should not be out of reach because of disability, family circumstance, or lack of financial capacity. By supporting PWDs, their children, and children of solo parents, we are investing in a more inclusive and empowered Bacolod.” said Distrito, author of the measure.
Ramos emphasized the importance of widening educational support for vulnerable sectors. “This measure strengthens the City’s commitment to social justice by ensuring that educational opportunities reach those who need it most.”
Flor expressed optimism that the proposed ordinance will deliver long-term benefits for Bacolod. “A scholarship is more than financial help, it is hope and a pathway to a better future”.
The proposed ordinance is expected to be approved on third and final reading by the Sangguniang Panlungsod in the next session.*
