Known as the “Jewel of the Sugar Island” in southern Negros Occidental, Sipalay City has earned the distinction of being the Kite Tourism Capital of the Philippines.
This title reflects the city’s enduring commitment to preserving and promoting traditional Filipino kite culture through an annual festival that has become a centerpiece of its tourism calendar. What began as a humble local pastime has grown into a vibrant celebration that draws kite enthusiasts, families, and visitors from across the region, showcasing not only the artistry and craftsmanship of kite making but also the warmth and creativity of the Sipalay community.
On a sunny Saturday morning, kite enthusiasts gathered once again for one of the biggest kite festivals in the country. Local kite flyers came together to showcase their colorful and creative kites, as well as their flying skills, at the city’s famous Poblacion Beach for the 12th edition of the Burangoy Tourism Kite Festival 2026 on March 28. The event was part of the city’s 25th Silver Charter Anniversary celebration.
The festival’s name was derived from the words “burador” (kite) and “barungoy,” a local term for flying fish.



The event was officially opened at the beachfront of Poblacion Beach by City Councilor Praem Mediodia, honorary chairperson and SP Committee Chair on Tourism, who represented City Mayor Maria Gina Lizares.
A total of 93 kites from various categories—namely Flat Kites, Barangay Kites, 3D Geometric, Figure Kites, and Barungoy Kites—participated in the kite flying competition, which ended almost noontime. Hundreds of local spectators and tourists witnessed the spectacular display of colorful and creative kites soaring across the skies, overlooking the breathtaking view of Sipalay’s Poblacion Beach, despite the intense heat of the sun.
The festive event culminated in an awarding ceremony at the Wow Sipalay Landmark in Poblacion Beach. City Tourism Officer Jerick Lacson, together with the board of judges, presented the certificates and prizes to the winners.



Three top winners were awarded in each category, along with consolation prizes. Special awards were also presented for Biggest Kite, Longest Kite, Most Unique Kite, and Youngest Kite Flyer.
Deputy Executive Director of the National Commission for Culture and the Arts, Marichu Tellano, delivered a message during the awarding ceremony. The event was presented by the Local Government Unit of Sipalay, through the City Tourism Development and Promotion Office.*
