Twenty-two solo parents federations in Victorias City, Negros Occidental, received seed capital assistance for a rice retailing livelihood program initiated by the City Social Welfare and Development Office on November 24.
Each barangay federation was allocated P10,000 in cash assistance to either establish or enhance their rice retailing ventures.
The Victorias City government said in a statement that rice retailing has been identified as a practical livelihood option due to its consistent demand, manageable operations, and low startup costs. As such, this initiative is considered one of the most effective means of livelihood for solo parents.
The assistance package includes initial rice stocks, packaging materials, and weighing scales, intended to support beneficiaries as they kickstart their businesses.
Before the release of the seed capital, representatives from each barangay solo parent organization participated in capacity-building sessions focused on rice retailing business management and basic bookkeeping.
Present during the distribution were City Mayor Abelardo Bantug III, Vice Mayor Derek Palanca, City Councilors Deilen Hofileña, Dexter Senido, Joji Larraga, Juvy Pepello, as well as the heads and staff of the City Social Welfare and Development Office.
This program aims to continue efforts to uplift vulnerable sectors and promote sustainable livelihood opportunities that contribute to stronger, more resilient communities.
Furthermore, the initiative aligns with Republic Act 11861, also known as the Expanded Solo Parent Welfare Act, which prioritizes solo parents for skills training, livelihood programs, and poverty alleviation support.*
