SP approves Capitol employees’ CNA

          The Collective Negotiation Agreement between the provincial government and the Progressive Alliance of Capitol Employees (PACE) was approved by the Sangguniang Panlalawigan during its regular session on Nov. 24.

          Governor Eugenio Jose Lacson was also given authority by the SP to sign the CNA with PACE.

          PACE president Renelo Lastierre yesterday thanked Lacson, Vice-Gov. Jeffrey Ferrer and the SP members for the CNA approval.

          Under the CNA, the provincial government recognizes the basic rights of the provincial government employees to living wage, security of tenure, and a humane working environment.

          “It is a victory of the PACE in the name of workers’ rights,” Lastierre said, stressing also that the approval is “a manifestation of a pro-worker, pro-employee administration of the Capitol.”

          Lastierre said the CNA is the repository of rights and benefits and a recognition by the government of the role of workers.

          Provincial Administrator Rayfrando Diaz earlier said that Capitol employees may receive as much as P25,000 CNA incentive.

          But he stressed that it will still depend on the savings from the budget of MOOE (Maintenance and Other Operating Expenses) of the provincial government.

          The MOOE budget covers travel, communication, repairs and maintenance, supplies and materials, advertising, printing and publication, as well as subscriptions, based on Commission on Audit guidelines.

          The 3,400-strong provincial government employees already received their 13th and 14th month pay, and P5,000 cash gift. The giving of an extra bonus remains in limbo, as of this time.*GPB
