A resolution requesting Bacolod Housing Authority head Ma. Victoria Parreñas to provide the Sangguniang Panlungsod with the status of Bacolod City’s housing project, pursuant to the Pambansang Pabahay Para sa Pilipino (4PH) Program, was approved by the Bacolod Sanggunian Wednesday.
Authored by Bacolod Councilor Gamboa, Jr., the resolution will help guide and clarify the members of the august body before they could act on the pending request for the reduction of buildings, from 25 to eight, by one private sector proponent namely, Shierman Construction Consolidated, Inc.
Gamboa said the city had promised its constituents of about 40,000 units of a decent housing program. “It is for the best interest of our constituents that the Sangguniang Panlungsod be provided with the status of the Bacolod City Housing Projects pursuant to the Pambansang Pabahay para sa Pilipino (4PH) Program.”
What will happen to our informal settlers especially those located in danger areas, those who are victims of disaster such as fire, typhoons, and those with eviction notices? Gamboa asked. It is important to note that, it was the local government who facilitated, authorized and selected these developer’s/contractors and private sector proponents as the qualified entities to implement the 4PH program with the responsibility for land acquisition, site development and housing construction for a complete Turnkey Arrangement.
These development contracts were approved and signed by the city mayor whose authority was given by the (previous) Sangguniang Panlungsod, he said, referring to the authority to sign and the ratification of these contracts.*
