SP creating traffic management division

An ordinance creating the Traffic and Transport Management Division, was passed by the Bacolod Sangguniang Panlungsod on first reading Wednesday.

Authored by Councilor Al Victor Espino, the ordinance said the urban development of Bacolod City is continuously and rapidly increasing. In line with this, the traffic flow of the City of Bacolod is increasing, both in public and private roads.

A well-developed and efficient city traffic and transport management will bring comfort and convenience to the general public, and most importantly, bring safety and security to the constituents, it said.

To identify and resolve the traffic flow in the City of Bacolod, there were several task force/offices created that needs to be institutionalized, considering that their functions are vital in the maintenance of public safety and traffic management in the city, the ordinance said.

It is highly recommended by the executive department to consolidate and institutionalize the aforesaid task force/offices into one general department and the recommendation is given considerable weight in the creation of offices under the executive department, it said.

The ordinance said that under Section 454 of R.A. 7160, the Sangguniang Panlungsod is empowered to create such other offices as may be necessary to carry out the purpose of the city government.

The title of the ordinance will be known as the “Traffic and Transport Management Department” Ordinance, it said.

The ordinance said the Traffic and Transport Management Department (TTMD) is created under the Office of the City Mayor.

It said the divisions under the TTMD are as follows: Administrative Division, Special Services Division, Transportation and Planning Management Division, Public Safety Unit, and Tricycle Regulatory Division.

The ordinance also provides the qualification standard for personnel of the TTMD.*
