A resolution enjoining all government offices and the 61 barangays of Bacolod City to intensify public awareness and community-based campaigns against the use of dangerous firecrackers through the implementation of “Oplan Kontra Paputok” and other similar safety programs, was approved by the Bacolod Sangguniang Panlungsod yesterday.
Authored by Councilor Caesar Distrito, the resolution said the City of Bacolod recognizes the importance of ensuring the safety and well-being of its residents, especially during Christmas and New Year celebrations, when firecracker-related injuries traditionally increase.
The Department of Health (DOH), Department of the Interior and Local Government (DILG), and Philippine National Police (PNP), and various national agencies, annually implement “Oplan Kontra Paputok” and other firecracker safety initiatives to protect the public from injuries, fires, and accidents, it said.
Despite continuous warnings and national campaigns, firecracker-related injuries and fire incidents continue to be reported in various parts of the country during the holiday season, the resolution said.
A unified and intensified citywide campaign, utilizing social media, barangay assemblies, posters, public announcements, and collaboration with schools and civic groups, will significantly reduce firecracker-related injuries, fires, and property damage, it said.
Local governments, like Bacolod City, play a crucial role in strengthening public awareness, enforcing firecracker regulations, and creating community-level interventions to promote safe and responsible celebrations, the resolution said.
Promoting the use of safe alternative noisemakers, regulated community fireworks display, and adherence to existing laws and ordinances, contribute to a safer and more peaceful celebration of the holidays for all Bacolodnons, it added.*
