SP hails achievements of city execs

The Bacolod Sangguniang Panlungsod congratulated Mary Jean Ramos for being elected as the National Energy, Efficiency and Conservation Coordinating Officer (NEECCO) of the National Energy Efficiency and Conservation Office last March 11 at the Alpha Suites, Makati City.

The resolution authored by Councilor Simplicia Disrito said R.A. No. 11285 or the “Energy Efficiency and Conservation Act” mandates for the establishment of the National Energy Efficiency and Conservation Office that will provide support to the National Energy Efficiency and Conservation Officer (NEECCO) in the integration of all Local Energy Efficiency and Conservation Plans and in participating on matters pertaining to the Government Energy Management Program (GEMP) for Local Government Units (LGUs) in the Inter Agency Energy Efficiency and Conservation Committee (IAEECO).

Last March 10 to 14, the Department of Energy (DOE), in partnership with the Department of Interior of Local Government (DILG), spearheaded the establishment of the National Energy Efficiency and Conservation Office (NEECO), and held the election of the national energy efficiency and conservation officer, it said.

Mary Jean Ramos, City Planning and Development Coordinator of Bacolod City, out of all the representatives from various LGUs, was elected as the national energy efficiency and conservation coordinating officer (NEECCO) of the National Energy Efficiency and Conservation Office under the Department of Energy, the resolution said.

As the NEECCO, Ramos will be responsible in integrating all the Local Energy Efficiency and Conservation Plans (LEECPs) from the different LGUs and will advance the energy efficiency and conservation program of the country, promote sustainable practices in the LGUs, and support policies that advance the nation’s initiatives aligned with the objective of the National Energy Efficiency and Conservation Office, it said.

Having been chosen as the NEECCO at the national level is an accomplishment that is exemplary and worthy to be given recognition, the resolution said.

With her experience, background in public service, and her effective handling of crucial roles in the LGU, it is no doubt that Ramos deserves the position. With her exceptional skills and knowledge, she is capable of attaining the objectives of the National Energy Efficiency and Conservation Office as enshrined in R.A. No. 11285, it added.

MASTER’S DEGREE

The SP also approved a resolution congratulating Dr. Anna Maria Laarni Pornan for having graduated Master in Crisis Disaster Risk Management (MCDRM), a scholarship grant given by the Department of Interior and Local Government (DILG), the Philippine Public Safety College (PPSC), and the National Police College (NPC), last March 21 at the PPDC Heroes Hall, Quezon City.

Authored by Councilor Simplicia Distrito, the resolution said the MCDRM is a one-year scholarship program for highly qualified senior executives in government and the private sector, academe, industries, policy think tanks, uniformed officers in the interior sector, public safety, and disaster risk management services.

The offering of the MCDRM is well-timed to sustain the momentum in building a critical mass of leaders, scholars, practitioners, policy advisers, who will head up the nation in times of crises and disasters. This mandate emanates from R.A. No.10121, or the “Philippine Disaster Risk Reduction and Management Act of 2010” by positioning the DILG at the forefront of disaster preparedness and response and through its approved Board resolution No. 04, series of 2016 PPSC Board of Trustees, it said.

Dr. Anna Marie Laarni Pornan, head of the Disaster Risk Reduction Management Office of Bacolod City, underwent the rigorous screening process for the MCDRM last July 2023  and successfully passed it on December 2023 together with other officers and personnel of Municipal and City DRRMOs of various LGUs, Office of Civil Defense, Bureau of Jail Management and Penology, Coast Guard, Philippine National Police, Bureau of Fire Protection, DILG, Department of Health, DepEd, and Department of Social Welfare and Development, said the resolution.

Pornan successfully completed the requirements of the course and was recognized as one of the graduates of the 8th batch of MCDRM scholars hailed as “Class Maraghawi”, it said.  

The City Government of Bacolod, through the Sangguniang, congratulates and praises the remarkable achievement of Pornan for graduating as Master in Crisis and Disaster Risk Management (MCDRM), the resolution added.*
