The Bacolod Sangguniang Panlungsod is requesting concerned offices, through the Office of the City Mayor, to inspect the establishment of business structures and the ongoing business operations in the agricultural areas of Barangay Alangilan in Bacolod City.

The resolution, authored by Councilor Carlos Jose Lopez, requested the City Planning Office, the Permits and Licensing Division Office, and the City Legal Office through the CMO to check if these establishments are operating without the required permits and other requirements imposed by national laws and local ordinances of Bacolod City, and immediately stop them if non-compliant.

It has been observed that several lots in Brgy. Alangilan that were distributed by the Department of Agrarian Reform are being used for commercial purposes, Lopez said.

Commercial establishments put up in these lots are not supported with documents, such as DAR conversion, land re-classification, building permits, zoning clearance, business permit, and other necessary requirements, he said.

Lopez also said these establishments have been put up contrary to the provisions of agrarian laws, the Local Government Code, and Zoning Ordinance, to name a few.

The city government of Bacolod should require strict compliance with the laws before allowing persons to put up business or commercial establishments in agricultural lands covered and distributed by DAR, and within the jurisdictional area of the city, he said.

It has also been observed that these commercial establishments do not have parking provisions, so customers tend to park their vehicles along the road and causes tremendous traffic in the area and hazards to other motorists, Lopez said.

Every commercial establishment should be required to provide wider space for vehicle parking in order to protect the lives of the residents and people who come to visit the place, he added.*CGS
