The Bacolod Sangguniang Panlungsod is requesting the Public Information Office through the Mayor’s Office to conduct widespread reminders to the public, especially the young people of Bacolod, to observe good values, manners and conduct in celebrating the MassKara Festival.
The resolution authored by Councilor Israel Salanga said the MassKara Festival is an annual festival in Bacolod with highlights usually held every fourth Sunday of October. It started in 1980 and is currently well known as one of the Philippines’ biggest festivals.
After being suspended for two years because of the COVID-19 pandemic, MassKara Festival is back and will be an almost month-long event, it said.
The resolution said Bacolod has been previously adjudged as a most livable urban city, while Bacolodnons are well known internationally for being hospitable, friendly, peace loving, charming and because of their wonderful smile, the city has earned the moniker “City of Smiles.”
Last Sunday, during the first Balik Yuhum XC Race, several spectators who were non-participants in the said event, were seen fetching water from a stream by the race path and handing it to a race participant. The incident was recorded and posted on Facebook for fun, to the detriment of the race participant, it said.
The acts of the spectators during the incident, could harm, malign and damage the reputation of Bacolodnons, it said.
It is important to remind the public, especially the young people, to observe good values, manners, and conduct while celebrating the MassKara Festival to prevent serious and untoward incidents which could cause hazard to the public and tarnish the image and reputation of Bacolodnons and likewise, the MassKara Festival, the resolution added.*
