A resolution requesting all Punong Barangays of Bacolod City to inform and educate their constituents on the prohibition of open burning under R.A. No. 9003 or the Ecological Solid Waste Management Act, as a way of preventing fire incidents.
The resolution authored by Councilor Simplicia Distrito said it is the duty of the City Government to ensure the health and safety of its constituents.
Section 48 of R.A No. 9003 or the Ecological Solid Waste Management Act indicates the open burning of solid waste as one of its prohibited acts, it said.
Many constituents of the City of Bacolod are still engaging in this illegal practice, which is dangerous as it could cause fire and become harmful to our health, the resolution said.
There were several fire incidents that were caused by open burning of solid waste, which were left unattended, it added.
In line with the observance of fire prevention month and with the occurrence of the El Niño phenomenon, it is necessary for our agencies and instrumentalities, particularly our barangays, to come up with fire prevention strategies in their respective communities and to inform our constituents that open burning can lead to disasters, is harmful to health, and is prohibited by law, the resolution added.*
