The Bacolod Sangguniang Panlungsod reminded all property owners, lessees, and caretakers to maintain cleanliness in their respective properties by clearing overgrown grass, debris, and/or garbage, and to comply with environmental and sanitation laws or applicable local ordinances, or face sanctions.
The resolution authored by Councilor Jude Thaddeus Sayson said the general welfare clause under Section 16 of R.A. 7160, or the Local Government Code of 1991, mandates all local governments to promote the rights of the people to a balanced and healthful ecology.
Unmaintained properties with accumulated garbage, overgrown grass, or hazardous debris which pose a risk to public health and safety, contribute to the spread of diseases, and serve as potential fire hazards, it said.
All concerned property owners are enjoined to strictly comply with the provisions of environmental and sanitation laws, including but not limited to Presidential Decree No. 1152, P.D. No. 856, P.D. No. 825, and all applicable city ordinances, and that failure to do so shall warrant the imposition of penalties, fines, or other sanctions provided by these laws, the resolution added.*
