The Bacolod Sangguniang Panlungsod is requesting Mayor Alfredo Abelardo Benitez to convene the Local Water Supply and Quality Monitoring Council pursuant to City Ordinance No. 08-14-668 series of 2014.
The resolution authored by Councilor Claudio Puentevella said Section 15 of Article II of the 1987 Philippine Constitution provides that the State shall protect and promote the right to health of the people and instill health consciousness among them.
Republic Act 7160 or the Local Government Code of 1991 mandates that local government units (LGUs) should exercise powers and discharge functions and responsibilities which are necessary, appropriate or incidental to efficient and effective provision of basic services and facilities.
City Ordinance No. 08-14-668, Series of 2014 provides that the Water Supply and Quality Monitoring Council will monitor, analyze, and regulate all sources of water so that they are safe and fit for human consumption all the time, the resolution said.
Section 7 of the said Ordinance provides for the composition of the Bacolod City Local Water Supply and Quality Monitoring Council and need to convene in order to formulate local policies concerning the implementation of water supply and quality monitoring program to address water quality issues in the City of Bacolod, it said.
All concerns on water issues can be best addressed with a functioning water supply board, thus enhancing the efficient and effective delivery of basic services, the resolution added.*
