Talisay City named 2025 Most Outstanding Stakeholder by BSP

Talisay City has been conferred the prestigious 2025 Most Outstanding Stakeholder Award by the Bangko Sentral ng Pilipinas (BSP), a recognition of the city’s exemplary support, collaboration, and commitment to advancing financial inclusion, economic development, and sound local governance, a press release from Talisay PIO said.

The BSP’s annual Stakeholders Awards honors institutions and partners that have demonstrated outstanding contributions to the central bank’s advocacies. Talisay City stood out for its strong initiatives in the institutionalization of transparent and efficient public service delivery through the Talisay City Express Service Office (TESO) and the successful execution of the Paleng-QR Ph Plus program, which promotes cashless transactions in public markets and transportation.

Talisay Mayor Rowena Lopez-Lizares received the award during the ceremonies held at the Courtyard by Marriott Hotel, Iloilo City, accompanied by Ismael Penado, Assistant City Administrator and Department Head of the Local Economic Development and Investment Promotions (LEDIP) Office, and Jonah Javier, Assistant Department Head of the LEDIP Office.

The award was formally presented by Dr. Benjamin E. Diokno, Monetary Board Member and Deputy Governor Bernadette Romulo-Puyat, chairperson of the BSP Stakeholders Awards.

“This award is a testament to the collective effort of our people, our local government workforce, and our partners who share the same vision of progress,” Lizares said. “We dedicate this honor to every Talisaynon whose hard work and trust in our programs inspire us to keep raising the bar in governance and development.”

The recognition affirms Talisay City’s leadership as a model local government unit in fostering inclusive growth, promoting digital financial literacy, and strengthening public-private sector collaboration. The city’s achievements highlight its role not only as a heritage-rich community but also as a dynamic hub for economic transformation in Negros Occidental.
