Tax relief hearing set

Bacolod Councilor Dindo Ramos, chairman of the Sangguniang Panlungsod Committee on Laws and Ordinances and Good Government, will hold a public hearing on the proposed ordinance granting tax relief to delinquent real property taxpayers through the condonation of penalties, interest and surcharges.

The ordinance he authored was approved by the SP on first reading Wednesday.

Ramos yesterday said it is only during times of calamities that they can condone penalties, interest and surcharges on delinquent real property payers and that it is high time to do this as city needs funds.

“Since our Internal Revenue Allotment and tax collection will be affected, so we need to encourage taxpayers especially real property taxpayers to pay their taxes,” Ramos said.

They have proposed a timeline for them that if they pay in full from September to December, they will avail of 100 percent condonation of penalties, interest and surcharges. In the first quarter of the following year, they can avail of 50 percent condonation, Ramos said.

The ordinance states that if the unpaid taxes accumulate to a considerable amount, which will make it difficult for taxpayers to pay in one lump sum, the City Treasurer is authorized to allow the liquidation of the total unpaid taxes in instalments, provided that 50 percent of the total amount will be remitted on the date the compromise agreement is signed, and that post- dated checks will be issued for the remaining balance.

The balance of total unpaid taxes between P200,000 to P500,000 will be payable in installments for two quarters, while those over P500,000 will be payable in four quarters, it said.

It also stressed that non-payment in the day indicated in the compromise agreement will automatically make the taxpayer in default.*
