The chairman of the Bacolod Sangguniang Panlungsod Committee on Education is urging teachers to get vaccinated in preparation for the resumption of face-to-face classroom instruction early next year.
Bacolod Councilor Renecito Novero said many teachers have already been convinced to be vaccinated “especially that we are drawing near to a return to face-to-face classroom instruction being a move towards normalcy. Therefore, vaccination becomes essential if not necessarily indispensable or it might even become indispensable.”
So, teachers should get vaccinated. Personally, if they are not vaccinated, he would agree to an arrangement that they should not conduct face-to-face classroom instruction since this will be dangerous for them, the students and even members of their family, Novero said.
So, it is always a safe approach to be vaccinated. It is a big advantage for them, their families, and the children they teach, he said.
Novero said “It is very possible to return to face-to-face classroom instruction next year especially that the number of positive cases continue to decline and if we continue to do our best to lower it to zero balance, we can return to the normal way of teaching and learning.”
Meanwhile, Novero said there is no law that prohibits unvaccinated individuals from dining in malls.
“We have a Constitutional provision of right of locomotion or right of movement although that is not necessarily absolute in times of crisis like this. That is why one of the restrictions allowed is that before they enter an establishment, they should wear facemask and before, a face shield,” he said.
“So, there is no law that prohibits unvaccinated individuals from dining in malls. For me, that should not be legally practicable. Personally, I am not in favor of that policy,” Novero added.*
