Toboso mayor bans content creation for municipal hall employees

Municipal Mayor Richard Jaojoco has enacted a strict prohibition against all officials and employees of Toboso, Negros Occidental, from filming, posting, editing, or creating social media content during office hours, within the premises.

The order, issued as Office Memorandum No. 10, Series of 2025, on December 4, 2025, specifically targets content for social media platforms like TikTok, Facebook Reels/Stories, and Instagram.

The prohibition extends to all working hours, including break periods, within government buildings, workstations, and all LGU premises.

Jaojoco’s directive addresses concerns over unprofessional conduct, the inappropriate use of government time, unauthorized use of government facilities as backgrounds for personal content, and the potential disruption of office operations and productivity.

The municipal government is seeking to prevent the compromise of confidential documents that may inadvertently appear in recordings.

The memorandum stated that content creation for personal social media accounts during working hours is not aligned with the ethical and professional expectations of public office.

The document also stated that violations will be subject to appropriate administrative action, and all department heads are tasked with immediately disseminating and enforcing the strict rules for compliance.*
