Traffic management trust fund ok’d

An ordinance creating a trust fund for the mother units of deputized traffic enforcers in support of traffic management operations was recently approved by the Bacolod Sangguniang Panlungsod.

Based on the ordinance, the trust fund will be used for operating expenses of mother units such as gasoline, enforcers’ uniforms including accessories, traffic signages and similar items.

It will also be used, for training and seminars of traffic enforcers on traffic rules and regulations including city ordinances, to support traffic enforcers benefits and privileges such as insurance, hospitalization, incentives and other similar expenses.

The trust fund will be taken from traffic fines and violation collections in Bacolod.

The ordinance, authored by Councilor Dindo Ramos, stressed that, with rapid urbanization, the city has to maintain its smooth traffic management. Selected employees in barangays were deputized as traffic enforcers to augment the current number of traffic enforcers.

The city’s traffic enforcement function is currently performed by the Bacolod Traffic Authority Office (BTAO), Bacolod City Police Office (BCPO), and barangays through their deputized tanods.

The ordinance also said that in addition to BTAO, the city’s revenues from collection of traffic fines and violations be shared with BCPO and the barangays depending on whichever unit performed the apprehension. This will serve as incentive to traffic enforcers to be more aggressive in apprehending traffic violations, it said.

This ordinance provides for the creation, disbursement and maintenance of a trust fund for the mother units of deputized traffic enforcers or deputized traffic officers in support of traffic management operations.

Meanwhile, the SP also approved on third and final reading an ordinance declaring every last week of April of each year as Tricycle Operators and Drivers Association Solidarity Week in Bacolod City.

The ordinance also authored by Ramos, states that the purpose of Tricycle Operators and Drivers Association (TODA) Solidarity Week is to promote and deepen the bond, unity and camaraderie between tricycle operators and drivers.

It will also serve as a venue for greater understanding of the issues and problems of the tricycle associations.

The program aims to foster dialog and cooperation among government agencies, non-governmental association and the different tricycle drivers and operators associations in planning of programs and projects that will help alleviate, ease and solve the problems of the subject sector.*
