BY GILBERT P. BAYORAN

Mayors of Negros Occidental unanimously approved yesterday the transfer to Talisay City of the seat of power of the province, Governor Eugenio Jose Lacson said.

But nobody among the mayors dared to propose the transfer of the capital of Negros Occidental from Bacolod to Talisay, Lacson said, adding they only talked about the relocation of the Capitol building, and not the changing of the capital of the province.

The 25-hectare property, purchased by the provincial government of Negros Occidental, in Brgy. Matab-ang, Talisay, will be the new site of the Capitol building, and Lacson said the area has potentials as a “growth center”.

He said that the proposal will be forwarded to the Sangguniang Panlalawigan of Negros Occidental for approval and concurrence, after a public hearing. The Association of Chief Executives of the province will also pass a resolution supporting the transfer of the Capitol.

The provincial government allocated close to P1 billion for the construction of the new Capitol in Talisay, from the initial plan of the previous administration to build it in front of the National Bureau of Investigation building at Aguinaldo Street in Bacolod City.

“If it goes well, then we will notify the contractor that we are moving, and to ask them to build the building in Talisay City,” Lacson said, adding that he expects the construction to commence within this year and to be finished in three years. Aside from the new Capitol building, Lacson said a separate building for the legislative branch will also be built, while the present building in Bacolod will be maintained for social functions, among others.*
