Water Watch Advocates filed a complaint before Bacolod Councilor Roberto Roxas, chair of the Committee on Energy and Public Utilities, concerning alleged violations committed by Baciwa-PrimeWater against the Clean Air Act and other relevant laws, during a public hearing yesterday at the Sangguniang Panlungsod session hall in Bacolod City.
Wennie Sancho, Water Watch Advocates convenor, raised the issue of turbid and murky water during the hearing against the justifications of Baciwa-PrimeWater that “No amount of technical justifications could appease the inconvenience brought about by the turbid and murky water.”
Water Watch Advocates called for the activation of the Bacolod City Water Supply Quality Monitoring Council to address the issue with the participation of the consumers.
Meanwhile, in its complaint, Water Watch Advocates cited Baciwa-PrimeWater’s alleged violations such as its discharge of pollutants. Baciwa-PrimeWater’s supply of turbid and murky water violates Section 7 of the Clean Water Act, which prohibits the discharge of pollutants into water bodies.
The group also cited the water utility firm’s failure to provide potable water: its inability to provide safe and clean drinking water contravenes its mandate, violating the rights of citizens to access potable water. It also lacks transparency in the JVA, as they alleged that the Joint Venture Agreement (JVA) between Baciwa and PrimeWater was concluded in a surreptitious manner, lacking transparency and public participation, which undermines accountability and good governance.
Water Watch Advocates demanded that Baciwa-PrimeWater take immediate action to address the water quality issues and ensure the supply of safe and clean drinking water. They also requested a thorough investigation into the circumstances surrounding the conclusion of the JVA and the ongoing water quality issues.
The group also called for accountability from Baciwa-PrimeWater and relevant authorities for any violations of the Clean Water Act and other laws.
Sancho said they appreciate the opportunity given them to present their concerns and demands during the public hearing. They believe that the forum will provide a platform for citizens to voice their grievances and hold Baciwa-PrimeWater accountable for their actions.*
