Following the 2015-2019 presidential term of Ricardo Yanson Jr. and the COVID-19 pandemic, the Negros Occidental Football Association (NOFA) election was placed on hiatus.

However, after several years, the association has elected a new set of officers during the NOFA Special Congress and Election held on April 6, at the Media Room of the Panaad Park and Stadium.

Jose Miguel “Miggy” Valmayor of San Carlos City Football Club (FC) was unanimously voted as the new NOFA president, while Bacolod United FC and former West Negros University Mustang football coach Rene Dofitas was named vice president. Augustine Rey “Gus” Rivas of City of Kabankalan FC was appointed general secretary.

In his short message as the newly-elected president, Valmayor highlighted his plans to unify the football leagues in the Province of Negros Occidental in accordance to the goals of the Philippine Football Federation (PFF). Under his leadership, the San Carlos City FC president stressed to focus on the reorganization of the association, institution and implementation of sustainable grassroots development initiatives and licensing programs for the football coaches all over the province, and the promotion of solidarity and harmony among the local government units (LGUs) and the entire provincial football community.

Valmayor also announced that the association will adopt a new name – Negros Occidental Regional Football Association (NORFA).

Moreover, eight new board members were also elected representing three Negros districts – the North, Central, and the South clusters. PCY FC of San Carlos City, Don Bosco FC (DBTI) of Victorias City, and Sagay City FC were elected as members of the NOFA board for the North Cluster. They were represented by Ex-Officio Board Member of Provincial SK Federation Pocholo Yuvienco, Nick Pagador, and Alfe Sebuha, respectively.

One Negros – Abanse Negrense Football Academy spearheaded by Provincial Sports Coordinator Anthony Carlo Agustin, Ceres Negros FC’s Noel de Oca, and Real Negrense FC’s (RNFC) Luis William Clauor were the newly elected board members of the Central Negros cluster. Pastor Julius Villaranda of Pontevedra FC and Bonna David of Himamaylan City FC were the board representatives of the South Negros cluster.

Bea Cuadra-Hilay of La Salle Alumni/Scarborough FC, on the other hand, was voted as the female member of the association. The voting and ballot counting were officially moderated and verified by Dennis Estaniel of Negros Occidental Football Referee Association (NOFRA). For the board members, each football club was advised to submit their respective board resolutions appointing their official representative who will attend the succeeding NOFA meetings on behalf of their clubs.

The NOFA Special Congress and Election was also witnessed by PFF President John Gutierrez and PFF Legal Counsel Atty. Homer Alinsug. Also in attendance were the representatives from various football clubs in the province, Provincial Football Consultant Coach Ronald Allan Treyes, and Colegio de Sta. Ana de Victorias owner Paolo Cruz.*
