The Bacolod Sangguniang Panlungsod is urging the City Health Office, through the Office of the City Mayor, to create a community-based mental health program and delivery system.

The resolution, authored by Councilor Al Victor Espino, said that mental health services are clearly lacking, and both human and financial resources are still inadequate.

Mental health is a growing concern among the youth and problems on mental health contain not just the traditional disorders, but the issues of target population, susceptible to psychosocial risks caused by extreme life experiences, as well as psychosocial matters of daily living, like preserving a sense of well-being in these times, it said. Under Republic Act 7277, as amended, or the Magna Carta for Disabled Persons, there is a need to include mental health in the public health and hospital system in order to render available, accessible, affordable, and equitable quality mental healthcare and services to constituents, especially the poor, underserved, and high-risk population, the resolution added.*CGS
