The Community-Based Monitoring System (CBMS), also known as CBMS Law (RA 11315) is an organized technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level while empowering communities to participate in the process.
The CBMS shall serve as an economic and social tool towards the formulation and implementation of poverty alleviation and development programs which are specific, targeted, and responsive to the basic needs of each sector of the community.
The City of Bacolod kicked off the implementation of the CBMS by conducting training on Barangay Profiling with at least two Personnel from each Barangay as participants. This is necessary to capacitate the Barangay Government Unit in establishing their Barangay Profile.
This will be followed by the training of trainers to serve as trainor for the enumerators who will perform the actual face to face interview with the households. The period of enumeration will last approximately two months or more within the months of May 2023 onwards covering all the barangays of Bacolod City, and everyone is encouraged to cooperate in giving the accurate and reliable responses to the interviewers upon visiting their respective households.
