The Bacolod Sangguniang Panlungsod yesterday approved a resolution expressing its deepest and most profound sympathy and condolences to the bereaved family of Mandalagan Barangay Captain and former SP member Arturo V. Parreño.
The resolution authored by Councilor Em Legaspi-Ang said the SP members of Bacolod City are deeply saddened by the news of Parreño’s passing.
Parreño peacefully joined his Creator last Sunday, November 6 at the age of 78-years-old, it said.
The resolution said the passing of Parreño is a great loss not only to his immediate family and loved ones, but to everyone who came to know him, as he was not only a devoted and loving husband and father, but also a dedicated, benevolent and caring leader to his constituents.
Parreño was elected city councilor from 1988 to 1998, elected barangay captain and president of the Association of Barangay Captains (ABC) from 2002 to 2007, and again elected barangay captain in the 2013 and 2018 barangay elections, it said.
During his incumbency as SP member, he had shared his time, efforts, wisdom and insights that had helped the SP realize its mandate of enacting legislations for the welfare of the people of the city, the resolution said.
As a lifelong public servant, Parreño was a champion for community development, opportunity and progress, as he was steadfast in meeting the needs of his constituents, and his leadership has greatly contributed to the influx of investors in Barangay Mandalagan, it said.
Parreño has gone ahead to meet his Creator, but his life on earth will not be counted by years, but by the legacy and memories he had left behind in the hearts of those who knew him well, the resolution said.
May it be a comfort to his wife Reggie, children, grandchildren and all his loved ones to know that Parreno’s courage, conviction and commitment made a difference for Barangay Mandalagan and for Bacolod City, it added.*
