Statistical specialist Ramon Locsin of PSA Negros Occidental discusses computer minimum requirements for stand-alone and network set up and how to install the PhilCRIS system.*

The Philippine Statistics Authority (PSA) Negros Occidental Provincial Statistical Office conducted a one-day hands-on training and installation for the PSA’s Philippine Civil Registry Information System (PhilCRIS).

The training includes 28 participants coming from the Roman Catholic Diocese of Kabankalan, Christian churches, birthing centers, city health centers and district hospital. The training was held on February 2, at the Conference Room of Kabankalan City Hall.

According to the press release, PhilCRIS is the latest version of the Civil Registry Information System. It is available to be used by the Offices of the Civil Registrars and other end-users. The software enables encoding of relevant information from civil registry documents such as certificates of live birth, marriage and death, storage of vital data, query and retrieval of encoded records, printing and issuance of certified copies of encoded civil registry documents, generation of transmittal files, and data management and maintenance of the local civil registry database.

PhilCRIS is user-friendly and employs simplified system installation. The data entry easily allows accurate coding of items and designed with screen layout like the actual form. The software is equipped with form fill feature that allows printing of vital events data directly to the new civil registry forms. Other features include various search options for locating specific records, and easy generation of transmittal files. It can be operated either in stand-alone or wired/wireless network setup.

The PSA enjoined other civil registry partners to become PhilCRIS users. The interested end-user only needs to enter into a Memorandum of Agreement (MOA) with PSA regarding the PhilCRIS operation. Moreover, the MOA delineates the responsibilities of PSA as well as the end-users that defines the acceptable use of PhilCRIS; its warranties and technical support on the use of the software, to provide a computer for the implementation of PhilCRIS, and to send staff for a one-day PhilCRIS Users Training.

Statistical specialist Ramon Locsin, focal person of Decentralized Vital Statistics System (DVSS) of PSA served as the training resource person for the installation of the PhilCRIS system. The activity was in partnership with the City Civil Registry Office under the stewardship of OIC-Civil Registrar Monalisa Tabujara of the City of Kabankalan and is part of the month-long observance of the 33rd Civil Registration Month celebration with the theme, PSA@10: Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation.

The Civil Registration Month, held every February of the year, is pursuant to Presidential Proclamation No. 682 signed on 28 January 1991 by the late President Corazon Aquino which aims to remind Filipino citizens their duty to register vital events in their life such as births, marriages, and deaths, as well as decrees, legal instruments, and judicial orders affecting their civil status.*
