7 LGUs qualified to grant bonuses, however, not yet Capitol

Seven local government units in Negros Occidental are eligible to grant the 2022 performance-based bonus (PBB) to its officials and employees, however, not for provincial government workers this year.

“We are not qualified,” admitted Provincial Administrator Atty. Rayfrando Diaz, apparently referring to granting PBB for Capitol employees.

Diaz said one of the criteria for granting PBB is being a SGLG (Seal of Local Governance) passer.

However, in the 2023 evaluation, which is based on 2022 performance, the provincial government of Negros Occidental is qualified, he said.

By next year, the PBB may be released, Diaz said.

The PBB is equivalent to 60 percent of the basic salary of a local government unit employee.

Diaz said the awarding rites for SGLG passers will be on December 14 in Manila.

In a notice issued by the Department of Interior and Local Government, eligible for the granting of  2022 PBB are the LGU officials and employees of cities of Bago, Himamaylan, Sagay, San Carlos,Silay, Talisay, and Hinoba-an town.

The PBB is a top-up bonus that is given to employees based on their performance and contributions to the accomplishment of their Department’s overall targets and commitments.

To be eligible for PBBs, each agency will need to meet the criteria for performance results, process results, financial results, and citizen/client satisfaction results.

Diaz also said that they are still waiting for guidelines in the giving of gratuity pay to Job Order and Contract of Service workers, amounting to as much as P5,000 each.

He also said that they already sent a request for a supplemental budget of P85 million, for the approval of the Sangguniang Panlalawigan, in connection with the Collective Negotiation Agreement signed between the provincial government and Progressive Alliance of Capitol Employees.

Diaz, however, refused to give specific details on the amount to be received by each regular and casual employee of the provincial government.

With the recent signing of a three-year CNA between PACE and the provincial government, Capitol regular and casual employees are expected to receive P30,000 each this month.

Diaz said the CNA bonus is expected to be released after Dec. 15.

As to other extra bonuses expected by Capitol employees, Gov. Eugenio Jose Lacson earlier announced that the amount will be the same as last year.

Lacson is expected to announce it during his birthday on Dec. 13, which is also the Christmas party of Capitol employees.*
