An ordinance declaring as an annual celebration the “Pasidungog Para sa mga Dalayawon nga mga Estudyante kag Humalampang,” was recently approved by the Bacolod Sangguniang Panlungsod on third and final reading.
The ordinance authored by Councilor Jason Villarosa said that on December 9, 2023, the very first “Pasidungog Para sa mga Dalayawon nga mga Humalampang kag Estudyante” was a resounding success which certainly served as the beacon in making certain its celebration in the decades to come.
The purpose of this ordinance is to make more effective and efficient the celebration of our academic and sports achievers by establishing a proper and ready venue, ensuring the cost efficient production of medals, trophies, and certificates, and all other ancillary preparations to always make the annual celebration a success, it said.
This ordinance shall serve as an avenue for the three ordinances respectively pertaining to bar and board topnotchers, high school academic achievers, and sports achievers in the international, national, and local stages, the ordinance said.
It said the ordinances referred to by the immediately preceding paragraph are: City Ordinance No. 880, or the “Sports Incentives Ordinance of Bacolod City”; City Ordinance No. 1006, or the “Bacolod Topnotchers Incentive Ordinance”; and City Ordinance No. 08-15-723, or the “Honor Students Incentives Ordinance of Bacolod City”, as amended.
The funding provided for in the said ordinances refer only to the incentives granted to the awardees and exclude the costs and necessary expenses in the preparations for awarding ceremonies, the ordinance said.
The incentives and recognition set forth in the aforementioned ordinances shall now be collectively awarded, recognized, and celebrated at a single event which shall be held annually, on a date that shall be decided by the Committee, it said.
This Ordinance to be known as the “Pasidungog para sa mga Dalayawon nga mga Humalampang kag Estudyante” provides for the creation of the Pasidungog Committee for the implementation and monitoring of this ordinance which will be headed by the City Mayor as chairperson.
The schedule of the awarding ceremony will be held every December on a date to be determined by the Committee.
Necessary funds will be appropriated from the General Fund and other available funds of the City Government for the implementation of this ordinance. Funds in the amount of P2 million will be allocated annually by the City to defray the expenses for the conduct of the awarding ceremony.*
