Wearing protective helmets while driving motorcycles within the city proper of San Carlos City in Negros Occidental, is now prohibited.

In executive order number 86, dated February 28, Mayor Renato Gustilo said he observed that most crimes committed at the San Carlos City proper are perpetrated by persons wearing a protective motorcycle helmet, to hide their identity.

On Tuesday, a suspected grenade thrower, who was wearing a motorcycle helmet, was arrested by the police, after fleeing the crime scene in Brgy. Rizal, San Carlos City.

The grenade explosion led to the injuries of three persons, and caused damage to a vehicle owned by a policeman.

In his executive order, Gustilo also limited the driving speed of motorists in some areas within San Carlos City to 40 kilometers per hour, to curb criminality and for easy identification of criminals.

The wearing of a motorcycle protective helmet will only be required outside of San Carlos City, the mayor said.*
