7 Sagay barangay officials face raps over SAP release

A barangay captain and six kagawads of Molocaboc in Sagay City, Negros Occidental, have been added to the list of those charged by the Criminal Investigation and Detection Group over alleged anomalies in the distribution of the Social Amelioration Program (SAP).

Complaints for violation of RA 3019,known as the Anti-Graft and Corruption Practices Act, and RA 11469, or the Bayanihan to Heal as One Act, were filed against Molocaboc barangay chairman Rocky Pasaylo, Kagawads Marcelino Fernandez Jr., Wilson Tajanlangit, Jessica Marco, Josephine Pasaylo, Rebecca Caranso and Rolindadela Pedra, as well as SAP coordinator John Michael Vincent Mejares on Monday before the Sagay City Prosecutors Office, CIDG Regional Field Office 6 head Lt. Col. Gervacio Balmaceda Jr., said in a statement.

CIDG investigations showed that the respondents allegedly used their position as elected officials and employee to manipulate the final listing of SAP beneficiaries, resulting to the inclusion of individuals who were not qualified as beneficiaries, contrary to the guidelines set by the Department of Social Welfare and Development.

The filing of complaints against the Molocaboc barangay officials in Sagay City brought to 193 suspects charged by the CIDG in court for alleged SAP irregularities, based on allegations of 152 complainants all over Western Visayas.

Bacolod City has the most number of respondents charged by CIDG with 89, Iloilo province – 38, Negros Occidental – 29, Capiz -15, Iloilo City -13, Antique – 8 and Aklan – 1.

In a televised meeting with President Rodrigo Duterte late Monday, Interior Secretary Eduardo Año said the Office of the Ombudsman will issue preventive suspension orders against an initial number of barangay chairmen for alleged malversation, corruption, estafa, and graft.

Añosaid that CIDG has filed 155 criminal complaints involving SAP anomalies.*
